Achieving carbon neutrality means balancing greenhouse gases (GHG) emissions output and removals through natural systems including areas of vegetation, especially forests, and the phytoplankton-rich seas (carbon sinks) that remove and store carbon dioxide from the atmosphere.
CA needs to find opportunities to balance emission sources so that emissions will be less than or equal to the amount of GHG that is stored, both in natural systems such as forests and engineered removals such as carbon capture and sequestration (CCS).
To achieve carbon neutrality, emission reductions must be economy wide – including residential and commercial buildings, vehicles (passenger and heavy-duty), power generation, agriculture, and manufacturing.
